Shipments under $800 that used to clear with no paperwork and no broker now need a formal entry, a bond, and someone licensed to file it.

Within weeks, brokers across the country reported the same thing: filing volume jumping — in some cases as much as tenfold — almost entirely from people who had never needed a customs broker in their life. Small importers. Dropshippers. Amazon sellers who used to ship a $40 sample from Shenzhen and never think about customs again.

Every one of them is doing the same thing right now: typing some version of “do I need a customs broker” into Google, this week, for the first time.

Up to 10x increase in daily filings some brokers reported after the June 2026 de minimis suspension — almost entirely from first-time customers.

The wave your referral network can’t touch

Here’s the part that should worry any broker or forwarder still growing on word-of-mouth alone: none of those new searchers know anyone in this industry. They didn’t inherit a broker from a mentor. Nobody referred them, because nobody in their world has ever needed one either.

That’s the Referral Ceiling, made visible in real time. A referral network only reaches people who already know someone connected to it. It doesn’t matter how good the work is on the other side — a network built entirely on existing relationships has a hard structural edge, and every one of these new, panicked, first-time buyers is standing just outside it.

This isn’t a one-time event. It’s what any wave of new demand looks like from inside a referral-only business: invisible, no matter how deserved the reputation is.

“Just get better at asking for referrals” doesn’t fix this

The obvious pushback is to tighten up the referral program — ask more consistently, offer an incentive, track sources properly. That’s genuinely worth doing; a formal referral program reliably outperforms the informal “tell a friend” version. But it’s solving a different problem. A better-run referral program gets more out of the relationships that already exist. It cannot manufacture a relationship with someone whose entire professional world, until three weeks ago, never included a customs broker at all.

The ceiling isn’t about how hard you ask. It’s about who’s already inside the room being asked.

What actually reaches someone who doesn’t know you exist

The searchers flooding in right now aren’t comparing polished brand campaigns. They’re staring at a package stuck at the border and typing specific, scared questions: what does formal entry cost, what happens if I don’t file one, why did my $30 order suddenly need a bond. Whoever answers that specific question, clearly and correctly, is the name they call — not because of a clever ad, but because they showed up with the answer when nobody else the buyer knew could give them one.

That’s content only a licensed operator can write credibly. A generic marketing blog can describe the de minimis change in general terms. It can’t tell a first-time importer exactly what their specific filing is going to cost, or what actually happens to a held shipment next — that takes operational judgment, not a content calendar.

Where 3C Waypoint fits

This is the exact gap we build for: making sure the operational judgment that already exists inside a customs brokerage or forwarding operation is the thing a panicked first-time searcher actually finds — not buried behind a static “About Us” page that assumes every visitor already knows who you are.

Regulatory shifts like this one create a new wave of first-time buyers every time they happen. The brokers capturing this one aren’t necessarily the best ones on paper. They’re the ones a scared, confused stranger could actually find.

3C Waypoint is the commercial infrastructure for customs brokers, freight forwarders, NVOCCs, and 3PLs that already know their operation — and need that expertise to generate demand on its own.

On June 24, 2026, CBP suspended the de minimis exemption for good.
